An East Harlem community board unanimously approved a plan to grant more retail space and less parking to what could become Harlem’s tallest buildings.
The additional retail will include 63,200 square-feet of ground and second floor space and reduce parking from 304 to 123 spots in a complex consisting of 682 residential units and 32-stories.
