Happy Halloween! Today Harlem celebrates “HarlemWeen” — Harlem’s Halloween Festival. This free, family-friendly costumed festival takes place every year on the plaza of the Adam Clayton Powell, Jr. (Harlem) State Office Building from 3:00 PM – 8:00 PM.
